This is for two reasons: 1) Although, in a perfect world, Centrelink officers would pick up on it and do what has to be done, including adjusting your rate, this isn't a perfect world and it could slip through the cracks, so it's best to check; and 2) Just because you update your address, it might not be clear that you're now living away from your parental home, particularly if your parents don't have Centrelink records.

Regarding going overseas to study for one year, for this, do I need to visit an actual Centerlink branch with the appropriate documents stating I am doing a government approved course overseas, or will a phone call be enough?
Also, does this mean I can start getting higher living away-from-home rates? You do need to actually provide the documents that prove your overseas study will be credited toward your Australian course.
You may be able to load these documents online but definitely call Centrelink to clarify exactly what is needed. Yes, definitely go into a Centrelink office to hand over the documents and to talk with someone.

The officer to whom you speak should then calculate your portability (the amount of time that you can receive payment whilst overseas).
While planning your overseas trip, be aware of three things: - You can receive Youth Allowance for a maximum of six weeks overseas *while you are not studying in your approved overseas student exchange program*.
In other words, if you leave on 01 January, you must start your studies by 11 February (or whichever date is 6 weeks after 01 Jan) or your Youth Allowance will be suspended.
However, as long as you then start your overseas exchange program within 13 weeks of the date of suspension, your payments will start again.
